Sometimes there's more than one person using a single public IP address. Also, it's possible to connect and not authenticate, disconnect (or get disconnected) and the BBS side doesn't immediately realize that, so you're second connection is a "concurrent unauthenticated connection".
The problem now is more that it tends to be the same bot rather than a
legit user. Although legitimately certain ISPs do wrap decently sized
areas on the same IPv4 now days to save money, I guess it's a risk to
consider
