You are 100% correct. Neil Williams is still actively developing Zeus. Beside's Neil's bbs, The Killing Groud, Misery BBS which i run at miserybbs.com port 2323 is the only other system running Zeus on an Amiga.

You are also using bbs-scene.org, which I own and run and I can tell you that there are not any technical issues on bbs-scene.org we have 15 active peers inculing large ones like giganews and news-service and are listed in the top 300 of the top1000.org newsgroup listings.
