You made system files visible, and those desktop.ini
files come from the two folders that combined together,
make your desktop icons. The desktop.ini file is
a text file, and it contains "view customization"
info. If you remove a desktop.ini, sooner or later
File Explorer will make a new one.

Yes, I've seen mine move around on their own,
like lost kittens. On more than one OS.

Not a big deal. Think of it as "a feature, not a bug" :-)

If there were more than two of them, I would be
concerned then. It would mean the excess ones
did not belong.

That is a long standing Icon view mode bug since Windows 95 which Microsoft can't manage or even bother to fix. At least up to Windows 7 and Server
2008. Where icon placements got reset and moved to the far left. Sometimes after reboot, and sometimes while working on the computer which may occur in random time but usually when installing/uninstalling a software. This also applies to folders other than the Desktop which uses Icon view mode.

Grumble..
In my case no software was installed nor uninstalled.
And when it happens, it is always after reboot, and only semi-randumb shortcuts in the lower right quarter of the desktop.

I have roughly 70 on the desktop, logically related groups at various screen areas.
So when i am working on credit card info (purchase and payment
history) the area would be middle left and if stock info the area would
be middle right.

I have never seen this migration problem except in the lower right
quarter of the desktop.
Rarely, i see it in the upper eighth, right quarter of the desktop.

Would be nice if shortcut icon placement could be assigned in a fixed
grid array (eg: KISS.

There's a toggleable option for that, only for the Desktop:

RightClick -> View -> Align icons to grid

Keep the "Auto arrange..." setting disabled.

Yes, icons automatically align to (invisible) grid, BUT that does not
seem to prevent the observed migration.

Ideas?
